Is an in-law considered a household member for purposes of I-864A form?

If son files tax and include his wife as dependent, then she is counted as a household member. Mother has to find someone, preferably one person, who make enough income to cover his or her family and how many mother is sponsoring. You cannot just add every body's income to meet the requirement. USCIS accepts one or two I-864s.
